Carl Mohrwinkel Obituary

Carl Andrew Mohrwinkel passed away on Thursday November 2, 2023, due to complications from operative surgery. Carl was born on November 9, 1947, in Bridgeport, Connecticut. He was the son of the late Herman and Lillian Mohrwinkel of Bridgeport.

After graduating from Warren Harding High School in Bridgeport he left for Washington, D.C. to pursue a career in government and public service. He earned his Bachelor's Degree in International Relations and a Master's Degree in Government both from American University and received his law degree from the University of Baltimore. He pursued post graduate legal studies at Harvard Law School in Cambridge, MA. He was a member of the Bar in Maryland, Washington, D.C., and the U.S. Federal Court of Appeals. While in college he worked on Capitol Hill for three different U.S. Congressmen. After graduating college, he served six years in the U.S Army Reserve. He then joined NASA and worked seven years at the Goddard Space Center where he enjoyed establishing the Summer Institute in Public Administration. He was fortunate enough to receive an assignment to work at the White House where he served as legal counsel on the staff of the Presidential Clemency Board under President Gerald Ford, who he greatly admired.

In 1977, Carl joined the Nuclear Regulatory Commission where he enjoyed working for 27 years in various capacities. His service at the NRC included working on labor relations and then as an attorney in the office of the General Counsel, Office of Congressional Affairs, and other positions. He served on the task force investigating the accident at Three Mile Island in Pennsylvania, the trouble at the Millstone Nuclear Power Plant in Connecticut, and the incident at the TVA facility in Tennessee. He then became a Senior Management Official at the NRC and his final position was serving as the agency's Assistant Allegations Advisor.

Carl's bucket list was to visit every state and every major city in the United States, a goal that he accomplished. He also enjoyed international travel- visiting 21 countries including Russia, Finland, Australia and New Zealand.  He was also a huge fan of the Plantations II swim team, Damascus High School athletics, the University of South Carolina, the Washington Redskins, the Washington Capitals, and the New York Yankees.

Later in life, Carl was fortunate to reconnect with a former high school friend, Sandra Patrick Bogen.  Together they moved to a retirement community in Summerville, SC where she took great care of him, for which Carl was both thankful and very grateful.
